# FODO member update – 21 July This week: [GOC workforce survey](#1)[Hospital eye care under pressure in Wales](#2)[New education lead role open for applications](#3)[Other sector news](#4)[Technology news](#5) GOC workforce survey The GOC's latest [Registrant Workforce and Perceptions Survey 2023](https://optical.org/media/5mbhq4tf/goc-registrant-workforce-and-perceptions-survey-2023-research-report.pdf) shows that most respondents (62%) were satisfied with their role and felt their work was rewarding and interesting. In addition, 40% reported plans to gain additional qualifications. The survey also found 53% work full-time and 47% part-time, while 22% reported they worked as locums. The findings also revealed a worrying level of reported harassment, bullying or abuse and experiences of discrimination. For example, 41% reported harassment, bullying and abuse from patients, service users, their relatives, or other members of the public. Significant numbers also reported they had suffered this experience from other team members. Steve Brooker, GOC director of regulatory strategy, [said](https://optical.org/en/news/news-and-press-releases/new-research-reveals-many-goc-registrants-are-subject-to-bullying-harassment-abuse-and-discrimination-at-work/) the GOC's "public perceptions survey 2023 showed high levels of patient satisfaction and confidence in the optical professions, but, sadly, this is not matched in the experiences of our registrants. "While it is positive to see that overall job satisfaction has remained stable in the past year, the significant and largely unreported levels of bullying, harassment, and abuse in the workplace are deeply concerning. It is critical for public protection and patient care that registrants can work in supportive environments without fear of abuse." Harjit Sandhu, managing director at FODO said: "The latest GOC survey provides important insights into registrants' lived experiences. While many enjoy their work and are looking to gain additional qualifications, it is a great concern that so many have reported harassment, bullying or abuse and discrimination. The college said that new NHS England guidance "aims to optimise treatment while expanding the use of more cost-effective medicines within the NHS". Covid-19 alert moves from Level 4 to Level 3 across the UK** The Joint Biosecurity Centre has recommended that the Covid-19 alert level should move from Level 4 (a Covid-19 epidemic is in general circulation; transmission is high or rising exponentially) to Level 3 (a Covid-19 epidemic is in general circulation). The Chief Medical Officers (CMOs) for England, Northern Ireland, Scotland and Wales and have reviewed the evidence and agree with the recommendation to move to Level 3 across the UK. The CMOs have clarified that: “There has been a steady decrease in cases we have seen in all four nations, and this continues. It does not mean that the pandemic is over. The virus is still in general circulation, and localised outbreaks are likely to occur.” **Assurance returns** Practices are asked to [complete a contractor Covid-19 assurance return](http://www.surveymonkey.co.uk/r/DSX7FV9). The project included 10 of 14 Health Board areas in Scotland and aims to use the data bank with AI to develop new tools that advance eye health. ABDO, the College of Optometrists and FODO have published a [joint response](https://www.fodo.com/news-and-views/more/29612/page/1/primary-eye-care-welcomes-government-s-commitment-to-improve-access-to-care/) to the latest government announcement. The three organisations call on the government to prioritise investment in primary eye care to prevent avoidable sight loss due to delays in the hospital eye service. GOS reforms in Wales celebrated by government GOS reforms in Wales celebrated by government In the latest [Welsh Government Eye Care Digest](https://www.gov.wales/sites/default/files/inline-documents/2025-01/chief-optometric-advisor-eye-care-digest-2024.pdf), David O'Sullivan, optometric adviser to the government, thanked the profession for supporting recent WGOS reforms. He said implementing these reforms "marked a turning point in the evolution of eye health in Wales". The government publication also celebrates record numbers of patients managed in primary eye care settings, highlighting "the important role optometrists are playing in managing more complex conditions". It noted that more than 2,000 monthly appointments are now being provided under the WGOS5 pathway and WGOS4 is being rolled out. GOC publishes new standards GOC publishes new standards The GOC has published the new Standards of Practice for Optometrists and Dispensing Opticians, Standards for Optical Students, and Standards for Optical Businesses. This follows a consultation and previous updates on what would be changing. The new standards began from 1 January 2025. The College states that it also met with NHS England officials to discuss "ongoing commissioning challenges" and the potential of the 10 Year Plan to deliver neighbourhood ophthalmology.**Ophthalmology waiting times continue improving**The[latest RTT data](https://www.england.nhs.uk/statistics/wp-content/uploads/sites/2/2025/10/Aug25-RTT-SPN-Publication-PDF-454K-71939.pdf)for England shows that in August, 7.41million people were waiting for a consultant appointment, up from 7.36 million in May. Dr Francesca Cavallaro of the Health Foundation think tank[told the BBC](https://www.bbc.co.uk/news/articles/cqje5ljdnygo)that, based on current trends, the government would fall short on its pledge. In more positive news for the government, ophthalmology remains one of the most responsive specialities, with almost 70% of patients now seen within the 18-week target.**PSA updates right-touch regulation**The PSA has updated its[right-touch regulation](https://www.professionalstandards.org.uk/sites/default/files/attachments/Right-touch%20regulation%202025%20%28interactive%20pdf%29_0.pdf), first published in 2010 and revised in 2015. The oversight body said the core principles remain the same, including: "Proportionate: regulators should only intervene when necessary. Remedies should be appropriate to the risk posed, and costs identified and minimised." However, the PSA has expanded on areas and provided more clarity, including the fact that agility and collaboration are more essential The NHS Confederation and NHS Providers have confirmed their[intention to merge](https://www.healthcare-management.uk/nhs-confederation-nhs-providers-members-merger), subject to a final decision on 29 October. Based on the latest accounts filed with the Charities Commission, the combined income of both charities exceeds £30 million per year, with £13.7 million from government sources and the remaining income raised from NHS bodies and other sources. The merger announcement comes at a time when significant funders, such as NHS England, NHS trusts and ICBs, must cut costs. While continuing to diversify its portfolio, the NHS Confederation announced it was partnering with Primary Eyecare Services (PES) to raise awareness about the benefits of enhanced eye care services. The virus is still in general circulation, and localised outbreaks are likely to occur.” **Assurance returns** Practices are asked to [complete a contractor Covid-19 assurance return](http://www.surveymonkey.co.uk/r/DSX7FV9). The HSCB has also published Covid-19 guidance, reiterating existing sector guidance, but adding useful local advice, for example, interpreting services can be accessed through ‘The Big Word’ telephone interpretation service. [Back](javascript:history.go(-1)) **News > News Article** 30 July 2021 # Optical sector issues updated covid guidance for domiciliary providers The Domiciliary Eyecare Committee (DEC) has today published [updated guidance](https://www.fodo.com/downloads/managed/Guidance/Covid-19/DEC_Covid_Guidance_FINAL_July_2021.pdf) for domiciliary eye care providers and practitioners for the next phases of the Covid-19 pandemic. It updates guidance originally issued in June 2020 and takes account of latest knowledge about infectivity, the availability of PPE, vaccination and lateral flow testing. The guidance includes advice for everyone involved in the domiciliary eye care pathway and what patients, carers and care homes can expect in terms of safety from the domiciliary service. It emphasises the importance of regular eye care for people who are unable to leave home unaided and how compliance with rigorous infection prevention and control should make this possible for most patients in most settings. Even where it is not, remote care should be provided to support daily living and quality of life and prevent visual impairment and sight loss. Commenting DEC Co-Chairs Dawn Roberts and Gordon Ilett said: "This updated guidance reflects latest government and public health advice and College of Optometrists and ABDO professional guidance. It should help improve access by reassuring patients, carers and care homes about the importance of regular eye care and that they will be safe in using domiciliary eye care services."

Covid-19 alert moves from Level 4 to Level 3 across the UK** The Joint Biosecurity Centre has recommended that the Covid-19 alert level should move from Level 4 (a Covid-19 epidemic is in general circulation; transmission is high or rising exponentially) to Level 3 (a Covid-19 epidemic is in general circulation). The Chief Medical Officers (CMOs) for England, Northern Ireland, Scotland and Wales and have reviewed the evidence and agree with the recommendation to move to Level 3 across the UK. The CMOs have clarified that: “There has been a steady decrease in cases we have seen in all four nations, and this continues. It does not mean that the pandemic is over. Optometry Northern Ireland is in discussion about this. Further details will be provided in the near future including a firm start date for the next stage of recovery. **Patient signatures** OCSPR/LESPR and the other ophthalmic claim forms (i.e. Level 1 and Level II Enhanced Service) do not need to be signed by the patient until further notice.
